Gpu Fan Spinning But No Signal

I use a VGA to Hdmi adapter. VGA is an analog signal, DVI and HDMI are both digital signals. Basically, I get. I thought the graphics card had become loose so I pushed on it, even tho it appears secure and this helped it. But CPU fan keeps on spinning like normal in this situation even. With my current graphics cards if i were to boot up with no power supplied they will spin at 100% and no signal.
